According to the world clothing shoes and hats net, since January 1, 2018, the Russian government has forced domestic demand.

Shoe shoe

All kinds of shoes sold in Russia must be equipped with radio frequency identification (RFID) tags.

RFID tag records complete information on footwear, including origin, manufacturer and importer details, and final retailers.

This is aimed at banning the sale of smuggled and illegal imported footwear.

In fact, Russia.

The electronic identification system refers to the electronic identification system of relevant articles in the United States, Italy, the United Kingdom, Belarus and other countries.

Moreover, in May 28, 2015, the board of directors of the Eurasian Economic Commission signed a decree, which agreed to implement electronic identification on fur products.

Russia has imposed domestic regulations since April 2016.

Fur coats must be accompanied by RFID labels, including wholesale and retail distribution levels, while member states of the Eurasian Economic Union (except Russia, including Armenia, Belarus, Kazakh and Kyrgyz) have implemented the same measures.

Since August 12, 2016, non artificial fur clothing without sticker labels has been prohibited from buying, storing, using, pporting and selling in the league.

This will crack down on the "grey" import of fur clothing.

According to expert estimates, in the Eurasian Economic Union market, 70% to 85% of fur clothing is not paid for customs duties or smuggled, or produced in the underground factories of the union, without paying the corresponding domestic tax.

Russia's Ministry of industry and trade is responsible for supervising the introduction of RFID technology in the fur industry. It believes that the measures are very effective, not only to ensure the lawful operation of the fur industry, but also to show the true scale of the industry for the first time.

According to the information provided by the Ministry, the annual sales volume of Russian fur coats is about 400000, while the number of labels for fur manufacturers and traders in 2016 is up to 6 million.

It is almost certain that the labels used in footwear industry should be slightly different from the fur industry.

Fur products are expensive, and the cost of each label is about $0.7, which is negligible for the fur industry.

However, the price of each pair of shoes can be as low as 3 to 5 dollars, such as cheap summer sandals. Therefore, tag cost is a heavy burden on shoe industry.

On the whole, most of the large shoe companies in Russia, including Kari, Zenden, ObuvRossii, RalfRinger and Econika, welcome this new measure that they can create a fair competition environment for all retailers.

However, they are concerned about the additional costs of the measures, especially in upgrading the information technology system and hiring extra staff.

Since January 1, 2018, the sale of footwear products without RFID tags will be fined, so many retailers may be able to sell them at a low price this fall before the implementation of the legislation.

Take the fur industry as an example, Russia's fur products prices have plummeted twice before implementing mandatory labelling measures.

As for footwear industry, the Russian Government recommends that all shoes, regardless of cost, apply the RFID label requirements.

However, a number of operators believe that it would be more fair to apply only to expensive leather shoes, but most large shoe companies believe that such a move may create loopholes to allow dishonest retailers, importers and distributors to take advantage of it.

For this reason, the inspection and quarantine department reminds the relevant export enterprises to pay close attention to this regulation, seize the opportunity, get in touch with the governments and enterprises in the trade countries in a timely manner, and strictly control the quality of the products and strive for the initiative in trade according to the relevant requirements of the Russian government.
